If you are looking or even just thinking about buying a condominium home in or around Northern Virginia, it's perfectly natural to feel a little nervous. Buying a condo and owning your own home is a large, life changing purchase. Indeed, any individual thinking about buying a condo needs to know what to expect and how to prepare for those expectations. Below is a short list of 5 essential tips that any condo buyer would do well to consider throughout the process of finding a new condominium home. Happy hunting!       

1) Look at Everything in Person

First, remember to look in person at any condo unit you are interested in. It is very important that you make sure to actually see the amenities, parking space, and condo facilities personally. This simple but critical task will avoid any confusion and disappointment later on and will ensure that you are satisfied with your condo purchase. If you absolutely cannot look at the condo in person than ask the seller if you can send a friend you trust to look at the unit instead. In addition, if you are located in a different city than where you are condo shopping, be sure to ask the condo seller or realtor to send you as many pictures as possible of the condo and the condo building before you make a decision.  

2) Carefully review the Condo Association Fees First

Make sure that you know what exactly is included in your condo purchase. What amenities are included in the condo fees to make the condo right for the price? Or, on the other hand, are you going to end up paying for benefits you don't need? In addition, ask if there is any insurance included. Different condo associations may charge the same amount per month, but one may include some incidental insurance while others may require hefty fees for amenities you may not really need or want. Finally, check the condo association meetings and/or any printed bulletins that result from them. Look for any past or developing issues that you need to take into account.


3) Never Ignore the Documents that Accompany the Condo Purchase 

Always review the condominium documents very carefully before you buy. In laymen's terms, don't ignore the fine print. Here, you should check the total price and property documents to make sure that they are reasonable for the area. Be especially cautious if the price is very low because this could mean you will need a special assessment of the unit, which could cost you a lot of money, later in the future.


4) Always Review Comparable Units for Sale in the Same Building

While every condo building is unique and features different amenities, styles, policies, and location, it is important that you look into other condo units that are for sale or have sold in the same building. Here, do not simply rely on the recent sale price of another unit in the building. Consider what another units' floor plan was, what views it had, or if it had any special upgrades. Depending on the view and floor of the unit, the price of a one bedroom can vary within a condo building.

5) Work with a Specialist

The condominium marketplace is often a very specialized type of real estate and as such, you should always consider working with a qualified realtor, and particularly one who specializes in condos. With the help of a realtor, you will have access to a greater condominium market which will enable you to find the best condo unit to fit your needs at a price that you can live with.

1) Children's Theatre Festival

Lots of signs point to a recovery in the construction industry.

With help from a federal tax break, both Lennar Corp. and KB Home posted fourth-quarter profits – the first time since 2007 that either has been in the black.

KB Home CEO Jeffrey Mezger said in a statement: "There are indications that housing market conditions may be stabilizing in some regions, reflecting, among other things, relatively high levels of affordability.”

Other signs that things are getting better:

  • Residential investment increased 18.9 percent in the third quarter on a seasonally adjusted basis compared with the second quarter, according to the U.S. Commerce Department"s Bureau of Economic Analysis. It was the first increase in residential investment since the fourth quarter of 2005, the government said.
  • Both KB Home and Lennar are buying land.
  • As sales increase, both have reduced incentives they have been offering buyers.
  • Mezger says KB is increasing prices.

In Northern VA, a condo is a great option for first-time home buyers, those who relish convenience and for empty-nesters looking to downsize. Buying a condo is very similar to buying any other real estate, but there are a few things you'll want to be mindful of. For example, before you buy, contact the condo board with the following questions. In the process, you'll learn how responsive --- and organized --- its members are. You'll also be alerted to potential problems with the property.

1. What percentage of units is owner-occupied? What percentage is tenant-occupied? Generally, the higher the percentage of owner-occupied units, the more marketable the units will be at resale.

2. What covenants, bylaws, and restrictions govern the property? What grandfather clauses are in place? You may find, for instance, that those who buy a property after a certain date can't rent out their units, but buyers who bought earlier can. Ask for a copy of the bylaws to determine if you can live within them. And have an attorney review property docs, including the master deed, for you.

3. How much does the association keep in reserve? Plus, find out how that money is being invested.

4. Are association assessments keeping pace with the annual rate of inflation? Smart boards raise assessments a certain percentage each year to build reserves to fund future repairs.To determine if the assessment is reasonable, compare the rate to others in the area.

5. What does and doesn't the assessment cover? Does the assessment include common-area maintenance, recreational facilities, trash collection, and snow removal?

6. What special assessments have been mandated in the past five years? How much was each owner responsible for? Some special assessments are unavoidable. But repeated, expensive assessments could be a red flag about the condition of the building or the board's fiscal policy.

7. How much turnover occurs in the building? This will tell you if residents are generally happy with the building. According to research by the NATIONAL ASSOCIATION OF REALTORS(r), owners of condos in two-to-four unit buildings stay for a median of five years, and owners of condos in a building with five or more units stay for a median of four years.

8. Is the condo building in litigation? This is never a good sign. If the builders or home owners are involved in a lawsuit, reserves can be depleted quickly. Sometimes the litigation is minor. Sometimes the litigation is a show-stoper.

9. Is the developer reputable? Find out what other projects the developer has built and visit one if you can. Ask residents about their perceptions. Request an engineer's report for developments that have been reconverted from other uses to determine what shape the building is in. If the roof, windows, and bricks aren't in good repair, they become your problem once you buy.

10. Are multiple associations involved in the property? In very large developments, umbrella associations, as well as the smaller association into which you're buying, may require separate assessments. For example, Stratford Place is a part of Kingstowne.

Upton Hill Regional Park, located at 6060 Wilson Boulevard in Arlington, Virginia, offers local residents and visitors alike a versatile, wooded recreational commons in the heart of one of the most densely populated areas of Northern Virginia. The park features an outdoor swimming pool complex that includes a lap pool, a full-sized recreational pool, a separate kiddie pool, multiple water slides, and a children's water house with a huge bucket that fills up with water and empties out onto everyone in its path!! WASHINGTON, DC — Fannie Mae (FNM/NYSE) announced today that it is undertaking a comprehensive review of hundreds of condominium projects in the state of Florida in an effort to allow additional projects to become Fannie Mae-eligible through a new "Special Approval" designation.

A dedicated team of six Fannie Mae professionals based in Florida is conducting a thorough examination of condominium projects across the state that may not currently meet Fannie Mae's standard eligibility criteria and assessing specific criteria more closely, including occupancy, homeownership association dues, financial stability of the project and property condition. Projects deemed to be sufficiently stable following the closer examination are granted a Special Approval designation, meaning lenders can originate and deliver mortgage loans secured by units in these projects to Fannie Mae.

Fannie Mae has been granting exceptions to its condominium eligibility guidelines on a case-by-case basis when requested by lenders. The Special Approval designation streamlines the process for lenders and catalogues projects across the state that are Fannie Mae-eligible. Projects deemed eligible will be listed on www.eFannieMae.com as project reviews are completed, and qualified borrowers wishing to purchase units in these projects will be eligible for financing.

"This new initiative is geared toward providing maximum support for Florida's distressed condo market as we continue to provide liquidity to the housing market more broadly," said Karen Pallotta, Executive Vice President, Single Family Mortgage Business. "The state's condo market has been particularly hard hit by the housing downturn and we're working with the industry and our partners to do all we can to stabilize the market and help spur recovery."

"NAR applauds Fannie Mae for taking this important step to make condo loans more readily available in Florida," said Moe Veissi, National Association of Realtors® First Vice President and broker-owner of Veissi & Associates Inc. in Miami. "Our state is probably the hardest hit as far as the condo market is concerned, and Fannie Mae's new effort to take a closer look at project eligibility could go a long way to putting projects back on a healthy financial track."

Special Approval designations are effective for periods between 9 and 18 months, and lenders are required to confirm the project's Special Approval designation on the date of the loan application. The Special Approval initiative is for established condominium projects only.

But I can't really quantify that information. Fortunately, I don't have to. The Crystal City Metro station is located in Arlington County between Rosslyn and Old Town Alexandria on both the Yellow and Blue lines. The station is part of the underground mall-office-apartment complex at Crystal City in Arlington, near the Crystal City Underground shopping center. There is no parking available at this station.

Crystal City also has a station on the Virginia Railway Express commuter lines, which run Monday through Friday to Manassas and Fredericksburg. The VRE station is outside on Crystal Drive between 15th and 18th streets. This station is about a five-minute walk from the Metro. Signs direct travelers between the two stations.

Last train departs:

entry to the Midtowns of AlexandriaThe Midtown Station Alexandria is a high-rise condominium community just outside Old Town Alexandria. The Midtowns is located on Huntington Avenue directly across the street from the lower entrance to the Huntington Metro. This proximity to the metro means that you can access many of Northern Virginia and DC's best attractions without moving your vehicle. These condos are one metro stop from the AMC Hoffman at Eisenhower Metro and two stops from King St. at Old Town. In Old Town the King Street Trolley (free) can drop you off anywhere between the Metro and the Potomac.

The Midtowns is a beautiful building with excellent vistas. It's on the Metro and close to I-495 (the Beltway). There are bargains to be found here, but you have to know where to look. Although the Midtowns still has an on-site staff for sales of new condos, the on-site staff will not show you any pre-owned condos at the Midtowns. The hallmarks of a Midtown condo are expansive windows, many with pleasant city, river and sunset views. The kitchen features Italian cabinetry, granite countertops, stainless steel appliances and gas cooking. Berber carpeting is standard as are the stylish and modern light fixtures. The bathroom has equally stylish fixtures with generous oversize tubs. Many units have built-in computer nooks.

The common areas are very sleek and stylish with broad hallways and tiled floors. The club room has an amazing city view and is well-proportioned with stylish furnishings. There is a rooftop deck (half-way up the building) with recreational amenities such as propane grills, pool and shaded picnic tables. The focus of the rooftop deck is an expansive swimming pool with sundeck, Jacuzzi and beautiful landscaping. On the same level the fitness room is ready with tread mills, work out machines and more, all beside a wall of windows.

The lobby has a view of the Huntington Metro entrance and features a bright new cyber cafe with high-speed Internet access. The front desk is attended and access to the building and the garage is controlled. The garage has a structured parking scheme with reserved spaces and there is guest parking outside.

There are several condo communities in this neighborhood, the most obvious being the Huntington Club, the Hunting Creek Club and Montebello. All three developments are much older and somewhat cheaper. If you're seeking a bargain you probably will prefer the Huntington Club. Montebello offers a gated community and famed amenities. Hunting Creek Club offers views that equal or exceed the Midtowns in a structure that lacks the appeal and newness of the Midtowns.

  • First-time home buyers who purchase homes between November 7, 2009 and April 30, 2010.
  • Current home owners purchasing a home between November 7, 2009 and April 30, 2010, who have used the home being sold or vacated as a principal residence for five consecutive years within the last eight.

Which Properties Are Eligible?

The Extended Home Buyer Tax Credit may be applied to primary residences, including: single-family homes, condos, townhomes, and co-ops.

How Much Is Available?

The maximum allowable credit for first-time home buyers is $8,000.

The maximum allowable credit for current homeowners is $6,500.

How is a Buyer's Credit Amount Determined?

Each home buyer's tax credit is determined by two additional factors:

  1. The price of the home.
  2. The buyer's income.

Price

Under the Extended Home Buyer Tax Credit, credit may only be awarded on homes purchased for $800,000 or less.

Buyer Income

Under the Extended Home Buyer Tax Credit, which is effective on November 7, 2009,  single buyers with incomes up to $125,000 and married couples with incomes up to $225,000---may receive the maximum tax credit.

These income limits have changed from the 2009 First-Time Home Buyer Tax Credit limits. If you or your client purchased a home between January 1, 2009 and November 6, 2009, please see 2009 First-Time Home Buyer Tax Credit.

If the Buyer(s)' Income Exceeds These Limits, Can He/She Still Get a Credit?

Yes, some buyers may still be eligible for the credit.

The credit decreases for buyers who earn between $125,000 and $145,000 for single buyers and between $225,000 and $245,000 for home buyers filing jointly. The amount of the tax credit decreases as his/her income approaches the maximum limit. Home buyers earning more than the maximum qualifying income---over $145,000 for singles and over $245,000 for couples are not eligible for the credit.

Can a Buyer Still Qualify If He/She Closes After April 30, 2010?

Under the Extended Home Buyer Tax Credit, as long as a written binding contract to purchase is in effect on April 30, 2010, the purchaser will have until July 1, 2010 to close.

Will the Tax Credit Need to Be Repaid?

No. The buyer does not need to repay the tax credit, if he/she occupies the home for three years or more. However, if the property is sold during this three-year period, the full amount credit will be recouped on the sale

If you're considering buying a home in Old Town Alexandria, or if you're moving to an older neighborhood anywhere in Northern Virginia, you might want to consider this before taking on a historic preservation project.

Tax breaks at the federal and state levels are available to homeowners to encourage the preservation of historic properties. The incentives range from tax credits that reduce dollar for dollar the amount you owe the IRS, to easements that can increase deductions and decrease estate and property taxes.

The tax rules are complicated---some incentives apply to investment properties only, while others include owner-occupied homes---but the financial rewards can be worth the effort. Be prepared to do significant research, file a lot of paperwork, and quite possibly seek out professional help.

Federal tax credits for historic investment properties

The federal Historic Preservation Tax Incentives program offers tax credits equal to either 10% or 20% of qualifying renovation costs. Depending on what you own, you may be eligible for one or the other, but not both. The main drawback is the tax credits don't apply to owner-occupied homes. Investment properties qualify, however.

The 20% tax credit is for properties certified as historic or in a historic district, as approved by the National Park Service. Although certification is a national program, owners have to go through their state historic preservation office. Eligible properties, including rowhouses and wood-framed homes, must be rehabilitated for commercial, industrial, agricultural, or rental residential purposes.

Essentially, a home has to be at least 50 years old with minimal changes from the past to be eligible for the 20% tax credit. It should be associated with important historic events or people, for example, or display significant aspects of architectural history. Renovation expenses must total at least $5,000.

The three-part certification process can be involved---and expensive. There's a $250 processing fee. A second fee, which can run as high as $2,500, is based on the total cost of the project and is due when the renovation is completed. Fees are waived for projects under $20,000. The initial review by the National Park Service and your state historic preservation office can take as long as 60 days.

But if you are certified and follow the technical guidelines, Uncle Sam essentially reimburses 20% of the cost of renovations. As NPS spokesman Michael Auer explains, if you spend $200,000, you reduce your tax liability by $40,000. You may be able to carry forward part of the tax credit to future years, or even back a year. Consult a tax adviser.

The 10% tax credit is for any structure built before 1936 that doesn't qualify as historic under the 20% program. The property can only be used for non-residential purposes. However, use as a hotel is considered commercial, not residential, so an old home converted to a bed-and-breakfast, for example, would likely be acceptable.

For either tax credit, use IRS Form 3468. Owners of historic properties should consider hiring a professional consultant to help with everything from architectural drawings and photographic documentation to accounting and paperwork. Needs will vary greatly. North Carolina's state historic preservation office estimates you may require a consultant's help for one to two weeks at a rate of between $50 and $100 per hour. Consulting and application fees alone can hit $10,000 or more.

State tax breaks for owner-occupied historic homes

Unlike the federal tax credits, which are limited to investment properties, many states offer incentives geared toward the preservation of owner-occupied historic homes. Check with your state historic preservation office.

In Virginia, for example, if your home is listed on the state and national registers of historic places---the two lists usually overlap---you can get a 25% state tax credit for approved renovation expenses. Homes that aren't individually listed but are located in historic districts may also qualify. Virginia has more than 400 historic districts.

Covered costs are spelled out in great detail. Virginia uses the same renovation standards as the National Park Service. If you fail to follow the guidelines, such as using materials that don't convey the proper visual appearance, you can lose the credit. Application fees can add up to as much as $3,000, depending on the total cost of a renovation.

Virginia also has an easements program, which in effect offers owners of historic properties tax incentives in exchange for signing away rights to alter the historic character of the properties. Easements are usually permanent and binding on all future owners.

There are considerable financial advantages. An easement will likely reduce a property's value, so you might be able to take the difference as a charitable deduction on your federal tax return. Your local property taxes will likely fall as well. Estate taxes could be lowered too, since the value of the property you leave to your heirs would've declined.

New York, too, has tax breaks specifically for owner-occupied historic houses. The state offers a tax credit worth 20% of qualified rehabilitation costs. Effective in 2010, the value of the credit can go as high as $50,000.

Homes must be owner-occupied and listed on the state or national register of historic places, either individually or as part of a historic district. The program is aimed at economically distressed areas. Among other stipulations, the project must cost more than $5,000 and be pre-approved by the state historic preservation office.

WASHINGTON, December 30, 2009---At the beginning of the 21st century, most home buyers had never viewed a home online; the three top home sale marketing methods were yard signs, newspaper ads and open houses; and nearly nine out of 10 buyers financed their purchase with a fixed-rate, 30-year mortgage.

What a difference a decade makes.

"The real estate industry has seen tremendous change and evolution over the past decade," said National Association of Realtors® President Vicki Cox Golder, owner of Vicki L. Cox & Associates in Tucson, Ariz.

In 1999, buyers who went online in search for a home were in the minority---only 37% of buyers used the Internet in their home search, according to data from the NAR Profile of Home Buyers and Sellers.

Today, 90% of buyers are searching online, and the real estate industry has responded. Sites like REALTOR.com, which attracts nearly 12 million total visits every month, have not just property listings, but multiple photos, online videos, mapping features, and comprehensive neighborhood information, as well. That one of the reasons Will Nesbitt Realty LLC focuses on Condo-Alexandria.com and Condos-and-Homes.com.

Median home values over the past decade have increased more than 25%, from $137,600 in November 1999 to $172,600 in November 2009 (the most recent existing-home data available). Fewer people are buying detached, single family homes---82% in 1999 compared to 78% in 2009---but more people are buying homes in suburban neighborhoods---46% in 1999 compared to 54% today.

Buyers themselves have also changed. A smaller proportion of married couples are buying homes these days; while married couples comprised 68% of all home purchases at the beginning of this century, they represent 60% of all buyers today. Single men and women have made up the difference---single men purchased 10% of all homes last year, compared to only 7% 10 years ago. Single women now represent more than one-fifth of all home buyers---21%, up from 15% in 1999.

Other things haven’t changed. The median age for home buyers last year was 39, just as it was in 1999. Neighborhood quality, affordability, and convenience to work and school have consistently been top priorities for both past and present buyers. And eight out of 10 recently surveyed consumers believe that owning a home is an investment in their future.

When you begin thinking about selling your condo, it is a good idea to begin by enlisting the help of a licensed Realtor. Unless you are otherwise experienced in the business of buying and selling condominiums, hiring the help of a qualified professional will enable you to reach a large market of potential buyers and a good agent will work overtime to help you sell your home. In addition, hiring a Realtor will help ensure that all of the paperwork pertinent to the transaction is executed properly. Once you decide to sell your condo, begin by following the helpful tips listed below to prepare you for the process of selling your condo and enable your Realtor to do their job most effectively.

  • Begin by making a list that summarizes all of the information regarding your specific condo unit as well as the building and area it is located in. This list should emphasize all of the features that your condo has to offer. What makes your condo unique compared to others in the nearby area? What elements of the condo have you found to be most convenient and important to you? What are the amenities that your condominium building offers to residents who live there? For example, location is a major selling factor. If the unit is located near mass transit or other commuter-friendly areas, you should use that as a selling feature. This list should include everything that the specific condo unit and the condominium building feature. Finally, be sure to include any other information that you believe is relevant or applicable to the property. Once your list is completed, give it to your Realtor. This list will aid both you and your Realtor in advertising, marketing, and ultimately selling the property.  

  • Next, head out and go to see the competition firsthand or, at the very least, do some internet research to locate other condos for sale in your neighborhood. It is important to know the general price point that other people are asking. In today's market, it is critical that you price your condo competitively if you want it to sell. Becoming knowledgeable about the market you are selling in is crucial. Ask your Realtor what they know about the area surrounding you condo and be sure to keep the lines of communication open if you discover any new or interesting information. 

  • Let your neighbors know you want to sell your condo. Many times, your neighbors may have friends, family or co-workers who could be potential buyers. You can then post flyers or create postcards to place in the lobby of your building to let neighbors and others in your community know that your condo is for sale. Never underestimate that word of mouth is often an incredibly effective marketing tool particularly because people often like to live in a building where they know someone.

Finally, remember that selling your condo is more than selling a piece of real estate. Selling your condo is about selling a place to live that supports a particular lifestyle. Therefore, you want to target those that would be most interested in owning property. Through the process of maintaining effective lists that highlight the features of the property, understanding the nearby and local market, and informing neighbors of your desire to sell, you and our Realtor can both knowledgably and efficiently sell your condo even in a buyer friendly market.

contractsWhen buying a condo or, realistically, almost any other large financial purchase, you can count on the fact that at least one (if not several) contracts will be involved in the process. However, many people may not know what a contract actually is.

Even if you do know what constitutes the basic elements of a contract, it helps to have a working knowledge of the legal terminology that is typically associated with general contracts in order to fully understand their rudimentary function. And while condo owners and those who maintain rental lease agreements may have more experience with contracts than those who don’t, contracts are nonetheless very much a part of every day life for most people (think: contracts with your cell phone company or signing a credit card slip after making a small purchase). What follows is intended to serve as an introduction to contract principals and, hopefully, provide some helpful information to individuals who want to know a little more about basic contract law.

What is a contract?

It's a deal.At its fundamental core, a contract is a legally binding agreement between two parties where a valid offer made by one party is accepted by the other, which is indicated by some mutual exchange of value. Under common contract law, this mutual exchange of value is called "consideration", which must be reasonably relied upon by both parties who agree to contract. Therefore, the three most fundamental elements of all legally valid contracts are offer, acceptance, and consideration.

What types of contracts are there?

There are a variety of legally viable contracts under current common law standards, not all of which must necessarily be in writing. A contract can be written, oral, or implied depending on the parties' actions at the time of the original contract formation. For example, a written document that claims to be a contract is often no more than evidence of the details of the contract, and not the contract itself. A valid contract offer must indicate a desire to enter into a contract (and thereby invite acceptance); should indicate a time period for acceptance; and must reasonably indicate that upon acceptance the contract will form without further approval from offeror. Here, it is the traditional practice in most situations to determine the details to which both parties agree and to transcribe the specifications into writing. This is particularly important if either party wishes to modify the contract at a later time.

In addition, signing a written document is not necessarily an act of acceptance that therefore creates a contract. If the parties have already reached an agreement the written document and signatures may be introduced to the courts as parole evidence of an already existing agreement, but may not determine the validity of the contract on its own. If, for example, the court determines that the original offer was in fact rejected or, if there was a counteroffer which was accepted but without any new consideration, the written and signed contract may prove not to be a contract at all.

Alternatively, if there is nothing in writing or if parts of a written contract are missing, a court may hold that there was an implied contract that existed between the parties and in this instance, a list of the complete terms is not always required. In real estate transactions, for example, an incomplete description of a property may still validate the terms of the contract where the intent of the parties would be used to clarify the specific obligations or missing information that was otherwise implied. On the other hand, to be enforceable, a property sales contract must be written in some form (even if it is incomplete) and oral agreements to sell real estate are not legally binding. In real property contracts, the contract must identify the buyer, the seller and the property itself, even if some details are omitted. Lastly, a real estate contract must establish a purchase price and the terms of the sale in order to validate the agreement.

Finally, a contract can be either unilateral or bilateral in nature. A unilateral contract is a promise for an act where acceptance of the offer is synonymous with the performance of the act and thus, a contract is only created when the act itself is done. Until then, the offeror reserves the right to withdraw the offer. For example, if I offer to pay you $20.00 to jump into the mud, you can either accept my offer by jumping into the mud and I would owe you $20.00 or, if I decide that I would rather keep the money, I can choose to withdrawal my offer so long as you have yet to jump in.

A bilateral contract, in contrast, is a promise for a promise where, as soon as promises are exchanged, both parties are instantly bound by each promise respectively. The vast majority of contracts are bilateral. Here, if I promise to give you $20.00 and you promise to jump into the mud, the contract is accepted by this exchange of promises and not by the performance of the promises themselves.  

So...what did we learn?

While there are many, many other legal constructs that are fundamental to basic contract law (all of which are best left to a legal or other certified professional who can advise you of your rights and responsibilities), the golden principals of all contract law include an offer, acceptance, and some consideration that can be reasonably relied upon by both parties in order to make the contract legally enforceable. While there are different kinds of contracts which include oral, written and implied contracts, all jurisdictions within the United States require that certain kinds of contracts, such as those involving real estate transactions, must be in writing and, in such cases, must identify the buyer, the seller, and the property itself, as well as the purchase price for the property.

Lastly, a contract can be either unilateral or bilateral and knowing the distinction between the two outlines the liability and responsibility that each party may or may not assume. One of the many benefits of living in a free market is that anyone who is legally competent to contract (save for juveniles and those who are legally defined as mentally incompetent) has the right to do so. This is a powerful right and one which must be used responsibly and knowledgeably. The more you know about these kinds of the contractual agreements, the more prepared you will be to make educated decisions when, and if, you decide to sign on the dotted line.

Although there are numerous benefits to owning a condo which include the lifestyle that such ownership entails; individuals living as single, young professionals who are just starting out, are arguably the most notable beneficiaries. The economic benefits that condo ownership provides for this particular demographic are two-fold. First, owning a condo is certainly less expensive than owning residential property insofar as the material upkeep and residual costs that homeownership necessitates. Second, most contemporary condo buildings offer a host of wide-ranging amenities that would command a considerable cost to an individual homeowner but which can be enjoyed instead at a significantly reduced rate to condo-owners who share jointly in the overall expense. These otherwise high-priced features and amenities usually include guarded and/or private, enclosed parking; 24-hour security and front desk staff; indoor and outdoor swimming pools; clubhouses; gated recreational facilities; etc., etc. (the list goes on and on!!). To that extent, condo ownership is therefore an ideal middle ground for the single, young professional who may very well aspire towards homeownership someday but who still remains a far cry away from white picket fences, two-car garages and 2.5 children.

In addition to the economically sound benefits that condo ownership provides, there are other elemental and lifestyle benefits that are associated with condominium ownership as well. Today, there are as many types of condominiums out there as there are types of people. Plainly put, the condominium marketplace has progressed with such rapidity that the variety and availability of choice in condo options is as original and unique as individual homes. Thusly, each type can satisfy the different needs of different individuals and therefore enhance and accommodate every kind of lifestyle. For example, there are distinctions between what are popularly thought of as 'condominium apartments' versus those that are known as 'condominium townhouses', which might have small differences from one another save for their structure regulations. There are also condominiums known as freeholds whereby a condo owner owns the plot of land as well as any structure on the land such as a house or townhouse.

Finally, for single or young professionals who are still growing into their grownup-ness, condo ownership signifies an increase in responsibility and a commitment to ownership. To be clear, condo living isn't like renting a single dwelling home or apartment and this is due to the dual nature that comes with owning any condo unit. In a condominium complex, you also become part of a distinctive community where you as an individual become an integral part in the community as a whole; and this includes being an essential part of the decision making process. However, the advantages that come with shared communal facilities like the pool, clubhouse, and state-of-the-art gym are collectively a strong incentive to watch your neighbors' back.

In summation, owning a condo can provide both economically sensible and personally enjoyable benefits to any owner looking to buy but especially for individuals who are single, working and fairly young professionals who are new to the game but ready for more. Recent studies suggest that single women currently make up approximately 47 percent of the condominium buying market in the United States. The reason is pretty obvious, if you think about it. Condominiums are an increasingly popularly housing choice for single women because of the various benefits that condos offer including convenience, security, and often virtually maintenance-free living.    

For starters, security matters. For single women living alone in large, urban areas, one of the many benefits of living in a condominium are 24-hour concierge and security desks, video and security cameras in hallways and stairwells, and gated or enclosed parking areas. So if you're thinking about buying a condo, carefully consider first the kinds of security features and amenities that are available in the unit; very often peace of mind is worth its weight in condo fees. Additionally, it's important to know your potential new neighborhood. Condominiums tend to be located in urban areas where there are other young, working professionals as well as families. Make sure you know your neighborhood inside and out before you make an offer on a condominium and check the local county website for crime rates, local community news, and other annual statistics and reports.

Next, convenience is the key. Another factor that is crucially important when considering buying a condo if you are living as a single professional woman. In many condominium communities and developments there are office personnel to receive packages as well as other day-to-day business services such as dry cleaning, tailoring, and spa and fitness facilities. Some of the larger condominium developments also feature even more advanced amenities such as a grocers, bank branches and ATM's, and many other services that make a single working woman's life just a little easier.

Finally, consider maintenance in relation to time and money. Many single family homes require lengthy, time consuming and ongoing maintenance such as painting every three to five years, worrying about pipes freezing during the winter or getting the rain gutters cleaned. While it's true that you as a condo owner must be financially responsible for the upkeep and maintenance of your condo's common area, typically condo associations oversee the day-to-day management of the property itself. What does this mean for the busy single woman? Well, if the doors stick and the roof springs a leak, you can bet that your sassy self won't be called upon to find someone to fix it. But be sure to check your condo buildings' rules and regulations first. Most condo associations have a list of rules and regulations that you will have to agree to before you purchase a unit in the building. These rules may limit the number and weight of pets; how many visitors you can have at a time including how often and for how long; if you can rent out your unit; and when you can have work done in your unit. Ask the listing broker for the complete set of building rules and regulations.

Before you make an offer on a condo you want to be sure to consider what matters to you most as a busy single woman and those major concerns include safety and security, convenience and location, and matters of maintenance compared to other home ownerships costs. Happy Hunting Miss Independent!

Press Release from NVAR:

Senate Passes Expanded Tax Credit Bill; House Vote Expected Soon

The Senate voted yesterday to extend and expand the homebuyer tax credit. The extension is part of a larger bill that will go to the House today. The House is expected to accept the Senate amendments, vote on the package and send it to the President for signature. The underlying bill is an extension of unemployment benefits. 

The expanded provisions are as follows:

  • Tax credit available for purchases before May 1, 2010. Prospective purchasers with binding contracts in place as of April 30, 2010 will be allowed an additional 60 days to complete the transaction.
  • Tax credit remains at $8,000 for first-time purchasers. No change to definition of first-time purchaser.
  • New $6,500 tax credit for repeat buyers who purchase between December 1, 2009 and May 1, 2010. Repeat buyers must have lived in their homes consecutively for five of the previous eight years.
  • Income limits are expanded to $125,000 on a single return and $225,000 on a joint return. Current law $20,000 phase-out retained. 
  • New anti-fraud limitations are imposed. 

    The White House has indicated that President Obama will sign the legislation.

It was the best of times; it was the worst of times ...

In many parts of the country the economy is stalled. One indication of this is the many short-sales and foreclosures on the market.  But that means opportunity for savvy buyers.  This is a tale of two buyers, Amy and Edwin. Both are buyers. Both have short-sales under contract. Both have been waiting months to go forward. 

It was the age of wisdom; it was the age of foolishness ...

Short-sales often advertise ridiculously low prices.  In Northern Virginia, it's not difficult to find short-sales selling for $10,000, $20,000 even $50,000 or more less than than comparable homes available for sale.  This is the time of bargains, and lenders in up-side down loans are hurting. But that doesn't mean they're giving away free money in America.

It was the epoch of incredulity; it was the season of light ...

Here's a tip from one who knows: when you find a home for sale for much less than all of the comparables you probably have not found a bargain; you've probably found a waste of time.  Oh sure, you should check it out, but don't get your hopes too high. Ask your realtor for the inside story.  If he or she tells you to walk away ... walk away.

It was the season of darkness, it was the spring of hope ...

Short sales are not. (Short.) Homes that sell for far less than any comparable homes don't. (Sell.) Now is a great time to buy.  But now more than ever, buyers need experienced realtors who will get a home ... not a contract and a hope.

Amy and Edwin both put in contracts for short sales.  Amy is closing today on the home of her dreams.  She paid more than the asking price and less than the market value.  Months later, Edwin is still waiting for a decision.  He has contracted at a price much lower than the assessed value.  But that does not a bit of good if the bank will not sell the home.  Maybe Edwin will one day buy the home of his dreams.

He lowered the window, and looked out at the rising sun. There was a ridge of ploughed land, with a plough upon it where it had been left last night when the horses were unyoked; beyond, a quiet coppice-wood, in which many leaves of burning red and golden yellow still remained upon the trees. Though the earth was cold and wet, the sky was clear, and the sun rose bright, placid, and beautiful.

The Pentagon, headquarters of the United States Department of Defense, is located right in Arlington, Virginia. The Pentagon is home to 23,000 employees and military and 3,000 non-defense support personnel. The Pentagon is the biggest office building in the world.

In addition to many defense offices from all branches of the military, the Pentagon houses services visitors and employees with numerous fast food operations. The Pentagon has a Subway, MacDonald's, Dunkin Donuts, Panda Express, Starbucks, KFC, Pizza Hut and Taco Bell and many others. (All food services are managed by the Navy Exchange.) The Pentagon also has a fitness center open civilian and military employees.

Getting to the Pentagon is fairly easy. MetroRail's Yellow or Blue Lines both stop at the Pentagon. If you are driving the Pentagon, street parking is hard to find and far from the entrance. But the Pentagon is a ten minute walk from the Pentagon City's Shopping Mall via pedestrian tunnel. Paid parking is available in the mall's garage. Numerous bus routes converge on the Pentagon as well.

Because the Pentagon is easily accessed through multiple commuter routes, residents looking for homes near the Pentagon have many choices. Homes in Arlington including Crystal City and Rosslyn are the most obvious, because they are so close. Alexandria including Old Town, the West End and Arlandria are very close as well. Although not as close as other parts of Alexandria and Arlington, Ballston and Clarendon in Arlington have easy access to the Pentagon via Metro. Shirlington is a few exits away down Interstate 395.  While some of these homes have a heavy premium for proximity to the Pentagon and DC, some of these neighborhoods are surprisingly affordable.  Check with your Condo Alexandria expert to find the home that's best for you.

The Mount Vernon District of Fairfax County encourages all measure of civic and community participation. Whatever your interests are, such as enjoying the local parks and recreation services, connecting through community service, or even involvement with a very active PTA, the Mount Vernon District offers something for everyone. Real estate agents are licensed real estate professionals. The Commonwealth of Virginia requires that licenses be posted in a prominent place in the office of the real estate broker. If you don't see that license, ask if the agent is licensed and ask if the license is current. Agents also carry a license on their person. questions for your real estate agent

Agents are required to train and take courses, so ask about your agent about their training, and about what resources they use to locate either properties for sale or prospective buyers. If you are buying or selling a home, make sure the real estate agent has access to the MLS (Multiple Listing Service). The MLS charges agents a pretty hefty monthly fee and believe it or not some agents let their access to the MLS lapse. Make sure your agent has full access to the MLS.

If you are selling property, ask your realtor to provide you with prices of comparable properties sold in your area so you can be sure you are listing your property for a fair and reasonable price. This is called a Comparative Market Analysis or CMA. A CMA can help you and your agent determine how long it takes the agent on average to sell property. This can also help point to the best marketing plan for selling your property.

Buyers should ask about the type of properties the agent specializes in, condos, commercial, townhouses, luxury, area, etc. Also as a buyer you should provide the agent any additional information about things like local schools and community information.

I'm going to buy a home, what's the process?

  1. Go to your bank or lending institution to obtain pre-approval.  As part of this you will discover what amount they are willing to lend.  This is important both to know your budget and to ensure your offers are accepted.  Failure to pre-approve can ruin your chances for success later.
  2. Sit down with a Realtor to see what's available, what meets your needs, and to discover the hidden dangers in home buying.
  3. Real estate agents act as go-betweens for buyers and sellers of real estate property. With certain exceptions, anyone who assists with the sale of real estate in the Commonwealth of Virginia is required to be licensed by the state.  Each and every real estate agents must be affiliated with a real estate broker. A broker is a real estate profession who has higher educational requirements and who has a minimum of three years of full-time experience as a real estate agent. A realtor is a real estate agent or broker who is a member of the National Association of Realtors. As a realtor, agents and brokers agree to ascribe to a high standard of ethics and participate in continuing education programs.

In most cases, a real estate agent works for one party, either the buyer or seller, renter or landlord. The agent uses his or her specialized training to best represent the clients' best interests. In some cases, the agent will work in a dual capacity representing both sides of the transaction.  In all cases, the agent's first duty is to truth and honesty. But when you choose a real estate agent, don't be afraid to ask about what obligations state law imposes.

Some agencies have up-front fees or retainers.  It's okay to shop around and to interview several agents and agencies to find the one that you feel most comfortable working with, but it's only fair to the agent and to yourself to settle on one agent to sell or buy a home. Although it is your right and duty as a consumer to shop around, it is unethical and unfair to work with more than one agent at a time. An experienced agent will always ask if you already have representation. This way the agent won't waste his time or accidentally interfere with the relationship you already have.

Julie and Will Nesbitt

This weekend Julie and I went to Old Town with the Alexandria Fun with Friends Group to enjoy the Alexandria Art Festival. The Art Festival occurs every year around this time and features artists and craftsmen from around the area.

King Street closes to vehicular traffic and artists set-up stalls in the street. It's an easy way to enjoy lots of art from lots of folks. The weather was very co-operative, neither too hot nor too cold.

This 12 foot tall image of a koi caught my eye, as did many smaller pieces.

I found that my camera was drawn to the larger pieces, but this is probably because I knew they would photograph well. There were many smaller items for sale too. However, many of us felt that this year's festival seemed to offer more pieces that would be welcomed in a restaurant or hotel lobby than usual and a few number of the smaller pieces that look nice in a home.

There were several musicians playing up and down the street. This harpist sang like an angel, but I have to admit that my favorite was the steel drum player.

We walked all the way up to Washington Street before turning around and making way back to the Potomac. After some discussion the group voted to eat at the Charthouse. At the Charthouse, the ladies had a little wine and we enjoyed some relaxed conversation and then dinner. For my part, I think the food at the Charthouse is good, but not great. Even though it's a little pricey, it's worth it because of the pleasant views of the Potomac that are offered.

What matters in a condo varies by the person, but questions tend to draw from the same pool of questions:

  • What amenities are included.  Is there a pool?
  • Tennis court?
  • Exercise room?
  • Are there areas I can walk my dog?
  • Is heat electric or gas?
  • Do condo fees include utilities?
  • Electricity?
  • If there is carpet, are there hardwood floors underneath?
  • Is the washer and dryer in the unit?
  • On the same floor?
  • In the basement?
  • If buying, what are the condo fees and taxes?
  • Where is the closest bus stop?
  • Metro stop?
While condition of the unit is critical, a common mistake is to confuse the age of the building with the current state.  There can be no substitute for an on site examination.

The Exchange at Van Dorn

The Exchange at Van Dorn is a condominium community located in the Eisenhower Valley inside the Beltway between the Eisenhower Metro and the Van Dorn Metro. The community is near the Eisenhower Connector a short road that connects Eisenhower Avenue to I-495. Between the Eisenhower Connector and Van Dorn, the Exchange has easy access to the Beltway. Van Dorn also provides relatively easy access to I-395. The community is a long walk to the Van Dorn Metro, but the community boasts a free shuttle to the metro.

The buildings themselves are fairly new, most being built in the last 5 years or so. These are garden style condos of brick and siding. There are three floors and elevators on the parking side of the building. The community has a parking garage with plenty of resident parking, but a limited amount of visitor parking.

Most units here have nice carpeting but many have wood floors in the living and kitchen areas. The kitchens are nice and modern, but most are not luxury level. Black appliances are common. Most units have Formica countertops.

The Exchange amenities are found in the building closest to the entrance. There you will find a very nice business center, party room and media room. There is a basketball court here if you want to shoot a few hoops. The fitness room is modern and well-kept. The condominium offices are found in this building. The Eclipse at Center Park

birds eye view of the EclipseThe Eclipse at Center Park is a condominium community located alongside Four Mile Run in Arlington County where Crystal City meets Alexandria's Potomac Yard.

The community backs to the Yellow Line and Blue Line where the metro bridges Four Mile Run. There is no metro stop at the Eclipse, though there is talk that a stop is coming within 5 to 10 years near Potomac Yard and/or the Eclipse. Nonetheless, the Eclipse is a paragon of convenience, with regular bus shuttles circling from through Crystal City and the Eclipse.

The Eclipse has a number of great amenities worth checking out including a pool and workout area, but for now we're focusing on a collection of social amenities found on the seventh floor of the east tower. On this floor you'll find a modern and stylish party room. From the party room, one can exit to the roof deck.

The Observation Deck has a pillared structure that frames intriguing views of nearby site. From the Observation Deck, one can easily watch the planes come and go from Reagan National Airport. On most days both the Washington Monument and the US Capitol are plainly visible and much more obvious than they might seem in the picture below.

Cameron Station is located just off Duke St. in Alexandria VA adjacent to Ben Brenman Park and near Holmes Run Park. The Cameron Station community has single family homes, townhomes and condominiums. The architectural style of Cameron Station calls to mind nearby Old Town and the historic 18th and 19th century buildings of that part of the city. At the same time Cameron Station is planned to function like an old-fashioned Norman Rockwell small town. The hallmarks of this community are broad avenues lined brick sidewalks, trees and colonial street lamps. Cameron Station has many assorted patches of greenery called "pocket parks".

Every day new products are invented, new uses for old products are discovered, and employment opportunities created for millions of Americans. The United States Patent and Trademark Office (USPTO) is a federal agency in the Department of Commerce that strives to protect the economic interests of inventors and the welfare of the public. According to the USPTO, the purpose of these patents is to "promote the progress of science and the useful arts by securing for limited times to inventors the exclusive right to their respective discoveries (Article 1, Section 8 of the United States Constitution)."

The USPTO is one of the very few government services that actually completely fee funded. This is as compared to the US Postal Service and Amtrak, which are both fee funded but run deficits requiring federal money.

The USPTO occupies five interconnected buildings in the Carlyle District of Alexandria, Virginia. This office employs over 7,000 full time staff to support its major functions---the examination and issuance of patents and the examination and registration of trademarks.

Every day young and old patent examiners move to our fair city seeking residence. Many prefer the new and sparkling appeal of the Carlyle District, while some enjoy the colonial feel of Old Town. While Old Town and Carlyle District are both closest, these areas are pricey. For those who want to live close to the USPTO but who are seeking bargains Huntington, New Alexandria or the West End are excellent alternatives.

Pentagon City as seen from the Representative

When you're shopping for a home, how do you price a view? The view above is from a balcony at the Representative overlooking Pentagon City in Arlington County. Does this view make this condominium home more valuable? If so, how much more valuable?

Like the Representative, Montebello sits atop the ridge overlooking the Potomac. Much of the best property in Northern VA is found on this ridge, because the elevation provides excellent vistas of the Potomac and the city.

The Alexandria House is not on the ridge, but down by the Potomac and surrounded by the smaller structures of Old Town Alexandria. Its balconies provide great views of the city and the river.

Who's to say what a great view is anyway? Some people like the city view. Some folks prefer a nature view. Some folks like the monuments. And others could care less about the view.

For myself, I never judge a view by standing at a window. Because when you live in a home, you don't stand at the window. You pass through rooms and halls on the way to do life's errands. I judge a view from the center of the room, or when seated at the couch. But in the end, it's all subjective. A view costs more, on that we all agree. But the value of a view is only known when the price a buyer will pay intersects with the amount a seller will accept.

Air Force Memorial

The Air Force Memorial is sited on a promontory overlooking Washington D.C., Arlington VA and between them, the Potomac River. The Memorial's spires measure 270 feet. These spires tower above the Pentagon, Rosslyn and Crystal City. The Memorial was formally dedicated on October 14, 2006. The Memorial remains dedicated to the United States Air Force service members and the Heritage Organizations of the USAF.

The design of the Memorial intends to evoke a modern image of flight by jet and space vehicles, but yet remembers the pioneers of flight who came before. The three spires of the Monument represent the three core values of the US Air Force: Integrity first, Service before self, and Excellence in all we do. It is interesting to note that the spires are different heights and asymmetrical giving the Memorial a dynamic quality that offers different views from every angle. Although the Air Force Memorial is visible all over town, one of the best views is from Arlington Ridge. At the end of Arlington Ridge Road, the Representative overlooks much of the same vistas as the Memorial.

Carlyle Towers is a landmark in Alexandria. The towers are located between King St. Metro and the Eisenhower Metro in the Carlyle District. Carlyle Towers is part of the new skyline of Alexandria that serves the neighborhoods surrounding the USPTO and the US District Court.

Others peek beyond the city to the Potomac River. Perhaps my favorites are those with a view of the George Washington National Masonic Memorial.

The Pinecrest

The Pinecrest is a community of houses, townhouses and condominiums located just off Little River Turnpike in Annandale VA. The Pinecrest occupies 35 acres of manicured grounds that abut a The Pinecrest golf course, a Fairfax County public course. The Pinecrest very close to the shops and restaurants of Annandale and Alexandria. The Pinecrest is also very close to Green Springs Gardens.   I recently toured the Pinecrest and snapped a few pictures.

The condos here feel spacious with a very smart floor plan that brings light and nature into the living space. The fire place is perfectly situated between long tall windows.

The decks feel private and rustit providing a nice piece of nature for residents. Located just off the kitchen, the porch is a nice place to have a morning coffee or a summertime afternoon lemonade.

Stratford Place

Stratford Place is one of the villages of Kingstowne where you'll find condominium homes at a good price in a great neighborhood. The three-story garden-style condominiums are served by stairways. (No elevators keeps the condo fees lower.) The stairways are under roof but open to the elements. The hallways are nicely carpeted.

The buildings have a modernized colonial-style architecture with staggered roof-lines and dormers. The mix of brick and siding give the community a suburban welcome-home feel. Though difficulty to see in these pictures, the entrances are under large archways housing the open stairways.

There is no shortage of parking. With access to both reserved and visitor parking residents shouldn't have any problems here. All units have nice large balconies with views to the trees and rolling hills of Kingstowne. The treetop level balconies have plenty of room for a picnic or just a place to sit.

Outside on the balcony and inside the unit, compared to many condominium homes in Northern Virginia, the units at Stratford Place feel large and spacious. All condominiums here have fireplaces.

The living room is separated from the kitchen by a counter and run of cabinets, giving the place an open floor plan. Stratford Place is just old enough that many of the kitchens offer new appliances.

Cities are wealth-generators. That is to say, good jobs and opportunities are found in cities like Alexandria, Fairfax and Arlington. Though we all enjoy wealth opportunities, many of us don't enjoy concrete and asphalt. There is something to be said for the greenery of the rural living. Even in New York City, folks enjoy Central Park. If you're one of those folks who need to live within easy commute of Washington D.C., Alexandria or Arlington, but you also need your little piece of nature, then you may owe yourself a visit to River Towers.

River Towers is found at the end of a looping horseshoe drive tucked between Belle View and a national wildlife preserve. Like all the homes of New Alexandria, River Towers has easy access to the Potomac and Belle Haven Marina, as well as the shops of Belle View Shopping Center.

My office is located at River Towers, because River Towers provides to the city but is an oasis of greenery. In the summer the shade of mature oaks provides pleasant vistas into the forest beyond. I personally have witnessed deer, foxes, racoons and various waterfowl and birds without getting up from my desk. To the rear of the 6641 building is a water drain that was long an eyesore to some at River Towers.

The landscaping committee set themselves to the task of transforming an eyesore into an asset. They have surrounded the drain with flowering shrubs and decorative grasses to provide a screen and focal point for the eye when seated at the nearby bench.

The paths at River Towers are punctuated with benches and places of beauty. The flowers have already started blooming at this new landcaping feature. I expect that as the planting mature, the storm drain will be difficult to spot, but the flowers will still provide a treat for the eyes.

Abingdon Row

Abingdon Row is a condominum community conveniently located in Old Town Alexandria VA near Montgomery Park, which has a dog park and lighted tennis courts. Abingdon Row is just a few blocks from the George Washington Parkway and bike trails. With a similarly close circle of conveniences are such needs as a Washington Sports Club, Trader Joes, Giant, an ABC store, and several very nice restaurants. 

The Braddock Road Metro station about a twelve minute walk from Abingdon Row, but many commuters might find it more convenient to grab the bus at Rt. 1 and ride into Crystal City or the Pentagon. Reagan National Airport about 7 minutes from Abingdon Row by car. If you drive to work, downtown DC is 10 to 15 minutes away depending on traffic. The shops and tourist areas of King Street and Market Square are about 10 blocks away.

Abingdon Row fits well with Old Town because the architecture preserves the best of colonial stylings with brick exterior and neo-classical columns. Keystones over arched windows and iron-railed terraces provide finishing touches on a design that echos the best of the 18th Century.

Although the exterior of Abingdon Row is styled like Old Town Alexandira, the interior is styled like the Carlyle District. The interiors are open, spacious with modern stylings featuring kitchens of granite and stainless steel. The flooring is a smart mix of hardwoods in the living areas and carpets in the bedroom. As you might expect condos here have full-size washer and dryers. Most condominium homes at Abingdon Row have balcony, patio or roof deck some with views of the Potomac and National Harbor.

The condos here are one bedroom, two bedroom and three bedroom units. Although there are only 53 residences at Abingdon Row there are over thirty different floorplans! These condos are scaled from a modest 720 square feet to a very generous 1,900 square feet layout. Abingdon Row has secure underground parking (a true luxury in the tight streets of Old Town). Most of the parking in the garage is unassigned, but a few units have reserved spaces.

Crystal City

Crystal City is an urban village in Arlington County Virginia. Crystal City is home for numerous defense contractors, the United States Department of Labor, Public Broadcasting, the EPA and many satellite offices for The Pentagon. While Crystal City only has more than 6,000 residents, more than 60,000 people work a normal business schedule in Crystal City.

Crystal is not a "planned community", in the sense that developers did not design and follow a master plan. Nonetheless, Crystal City is a community with a plan. In the middle of the last century, the area now called Crystal City had few residents. The area east of Aurora Highlands had several motels which served National Airport (which later came to be known as Reagan National Airport). Many train-tracks served the busy Potomac Yard station (now a shopping center) and warehouses were located in the vicinity.

But in 1963 things began to change with the construction of several office buildings and condominiums. One of the first of these condos was Crystal House, so named for an ornate crystal chandelier in the lobby. Subsequent buildings followed with similar names such as Crystal Gateway and Crystal Park. It only made sense to call the new urban village Crystal City.

The builders at Crystal City largely followed a pattern of building that was considered avant-garde at the time. These structures feature the grand sweeping curves of textured concrete with plenty of glass. The proportions of the lobbies and common areas are large and airy and the buildings themselves seem to flow along the city streets and complement the abundant landscaping details.

Crystal DriveCrystal City is bounded by some of the busiest commuter arteries of Northern Virginia. While the buildings here are both residential and office, the broad circulating avenues of Crystal City allow traffic to flow through Crystal City and at the same time encourage underground pedestrians to shop by foot. In Northern Virginia's 100 degree summers, the rains of spring and the icy cold of winter, this is a big benefit to residents of Crystal City.

While the underground shops and passages of Crystal City remain, today Crystal City is slowly being redeveloped into a more traditional urban feel. Restaurants and shops are starting to open at street level. Arlington County is encouraging the redevelopment by change some traffic patterns to make streets like Crystal Drive function as city streets, rather than as circulating roads.

Even with these changes, today it is still easy for residents each of Rt. 1 along the Crystal Drive corridor to walk from the north side of Crystal City almost all the way to the Eclipse at Center Park entirely underground. Crystal City together with nearby Aurora Highlands and Pentagon City is an ultra convenient place to live for folks who work in Arlington, the Pentagon or Washington DC. Some folks like to imagine that buying a condo is like buying a house without yard work. In some ways this is true, but it many ways it does not tell the full story. There are real differences between buying a condo, whether you are a first time buyer seeking affordability, or if you are a long-time homeowner down-sizing. 

Legal

Consider the legal limitations of condominium ownership. For example, the title of a single family home provides to the owner near total control of any legal use of the property. That means total control of the landscaping, the colors of the house and the types of windows and doors you have.

But condos are titled differently.  The governing documents in a condominium complex describe common areas and shared resources. The common area and shared portions of the property are controlled by a---sometimes burdensome---democratic apparatus of owners in the complex. The association might restrict the color you can paint your door. It is not uncommon for the association to decide what plants are planted and what types of windows you may install.

On the other hand, some homeowners associations make similar restrictions. A cynic might note that a homeowner does not have control over the street or "common area" that is controlled by the county. In a real sense we all have an association with the community at large. It's just a matter of where the community starts and what responsibilities we cede to the community.

In a single family home, community control begins at the curb, but in a condo, community control begins somewhere just beyond the paint on your walls.

Lifestyle

Because the community has shared elements, condo owners don't just have neighbors. Instead, condominium owners actually live next door to their investment partners. Condominiums force a relationship with your neighbors that goes beyond what the owner of a single family home might find. If your neighbor ruins the carpet outside his door, he ruins your carpet too.  

Life is simpler in a condominium: you don't need to worry about maintenance. Many times some or all of the utilities are managed by the association.  Often the building insurance is managed by the condo association.  Freedom from responsibility means less control and less choices about the community: but do you really care who cleans the gutters?  Do you really want to spend your life picking the insurance company?  If not then, a condo might be for you.

Condos are a lifestyle choice. In Northern Virginia, where prices are high and choices are limited, condo ownership makes a lot of sense. However, condo ownership has unique challenges and aspects that you should fully understand before buying.

For some people one of the benefits of condo living is that everything is on one level. Many there are no stairs inside the unit of some condominiums. For those in wheelchairs, for the elderly, or for those who just like life without stairs, this is a big advantage. But for some people, life on one level is just not enough.

Lofts and bilevel condominiums offer condo-style living, but doesn't limit life to just one level. One of my favorite examples of this is found in the top floor units at the Tiers of Manchester.

The Tiers are "swiss-style" condominiums. Their roof lines echo the high-pitched roofs favored in Alpine cottages. In Switzerland these roof provide the pitch needed to get excess snow off the roof. But in Manchester Lakes, these roofs provide opportunities for dramatic overlooks in the condo itself.

The pitch of the roof allows for high angled ceilings and the placement of a loft over-looking the living area.

It's difficult in a photograph to show how this brings a real feeling of spaciousness to the condo. The lofts here also provide bonus space for storage and closets under the eaves of the roof. The loft is easily accessed by way of a spiral staircase that only adds to the dramatic feel of these condos.

Lofts are dramatic and very appealing but they aren't for everyone. Another alternative in you're looking for a multi-level condo is the townhouse style layout found at the Sycamores at Van Dorn.

The Sycamores is one of many garden-style condos in this area that offer townhouse-style floorplans in a garden-style condo. This give you all the benefits of condo life (low maintenance, amenities) with the homey feel of a townhouse. In condos such as these, the bedrooms are upstairs but the kitchen and living room are downstairs. In some condos like the Sycamores and Old Town Village, most or all units have a townhouse style unit. In other condos, such as Eton Square in Kingstowne or Worldgate near Reston, on the the top floor units have the townhouse-style unit.

But there is yet one more way to get a multi-floor condo.

The Fountains of Alexandria

Some high-rises offer units with multiple floors. For example the Fountains in the West End of Alexandria VA, have units that occupy two floors. The Fountains is also one of the most affordable condominiums in Northern Virginia and features a convenient location that is easily accessible via I-395 or public transportation. The Atrium in Arlington VA is a high-end condominium in Rosslyn that has dramatic two-level units with two-story windows.

Cinema

The Old Town Theatre serves up arty, independent and off-beat cinema as well as blockbuster hits in Old Town. The Old Town Theatre has great ambiance and is one of the few area theaters that sells alcholic beverages.

News from the IRS regarding the first-time home buyer tax credit:

Overview

First-time homebuyers may be able to take advantage of a tax credit for homes purchased in 2008 or 2009. The credit:

  • Applies to purchases that close after April 8, 2008, and before Dec. 1, 2009.
  • Applies only to homes used as a taxpayer's principal residence.
  • Reduces a taxpayer's tax bill or increases his or her refund, dollar for dollar.
  • Is fully refundable, meaning the credit will be paid out to eligible taxpayers, even if they owe no tax or the credit is more than the tax owed.

The credit is claimed using Form 5405.

For 2008 Home Purchases

The Housing and Economic Recovery Act of 2008 established a tax credit for first-time homebuyers that can be worth up to $7,500. For homes purchased in 2008, the credit is similar to a no-interest loan and must be repaid in 15 equal, annual installments beginning with the 2010 income tax year.

For 2009 Home Purchases

The American Recovery and Reinvestment Act of 2009 expanded the first-time homebuyer credit by increasing the credit amount to $8,000 for purchases made in 2009 before Dec. 1.

For home purchased in 2009, the credit does not have to be paid back unless the home ceases to be the taxpayer's main residence within a three-year period following the purchase.

First-time homebuyers who purchase a home in 2009 can claim the credit on either a 2008 tax return, due April 15, 2009, or a 2009 tax return, due April 15, 2010. The credit may not be claimed before the closing date. But, if the closing occurs after April 15, 2009, a taxpayer can still claim it on a 2008 tax return by requesting an extension of time to file or by filing an amended return. Jennie Dean Park is part of the Arlington County Parks system. Jennie Dean Park is located near Shirlington at 3630 27th St. S. Arlington, VA 22206. A stream runs through the park. The park has restrooms open year round and two water fountains. In addition to picnic tables, Jennie Dean Park offers a small picnic shelter which may be reserved for events. Charcoal grills support the shelter and picnic tables.

For activities and play the park has a school-age playground, two baseball fields, two tennis courts and a basketball court. I know that the carpets will need to be cleaned before the renters would move into the place. Does one have to use your people to do any work necessary? What happens if I were to need a new renter, would your service handle that too? I have never used a service such as yours before, so I have a lot of questions.

Like most property managers, our services to the landlord are broken into two different jobs. The first task that landlords ask us to perform is often the task of finding a renter. To describe, explain and memorialize how we find your renter, write and sign a listing agreement.

The listing agreement is not unlike the listing agreement a homeowner signs when he or she sells a house. The listing agreement is what lets us put a lockbox on the door. We need a listing agreement to put the property in the MLS (multiple listing service).

The listing agreement describes the terms and conditions under which we get paid. We only get paid if and when we find a renter. Most agencies charge between one-half to a full month's rent to get this service done. If our client is using our property management services, we let the client set the fee, but we take the time to explain how agents get paid.

Like all listing agreements, the listing agreement will set a term or time period and then expires. In the past few years I can't remember having an expired listing agreement as we push hard to rent quickly.

Once Condo 1 Alexandria or another agency finds a prospective tenant, we take an application and proof of income. We then pull a background check to make determine a recommendation regarding the applicant. If the tenant can afford the property and has a good payment history give a positive recommendation. If the tenant has a questionable credit history or if the tenant can't afford the property we advise the landlord that we have an application but do not recommend proceeding with a lease. In some cases, we can provide solutions to guard the landlord against potentially problematic tenants, but still find a way to move forward with the applicant.

After we are settled on a tenant, we prepare a lease and have it signed by the landlord and tenant. This is the end of our duties as a listing agent.

But that's when our duties as a property manager begin. As a property manager, we collect the rents and make payments to the landlord as described in the property management agreement. From time to time, we respond to service calls from the tenant, dispatching appropriate handymen, electricians, plumbers, etc. to solve the problem. When this happens, we deduct the cost of these services from the rent collected and pay the landlord the remainder. From time to time we make inspections of the property and we occasionally recommend maintenance or upgrades.

Unlike some property managers, we only collect fees when the property is occupied. No rent equals no charge.

If the property needs to be prepared prior to leasing, we can and will make some efforts to put the property in order. Some properties need a little clean-up to prepare for market. We don't charge for managing a clean-up. We simply pass the cost without mark-up back to the landlord. We will take some deposits from the landlord as required to take care of this clean-up.

Some properties need something more than a clean-up. When a property needs a renovation, we may charge a fee to manage construction and clean-up to put the place in order.

Eventually the renter moves out and we'll need a new renter. At that point, we'll sign a new listing agreement and start the process again.

We manage houses, townhouses and condominiums. We bring a special expertise to condo management because we know how condos operate, but we don't limit our business to condos.

It's hard to describe everything we do in a format like this, but that's what we do in a nutshell. There are additional services and limitations I'll describe when we go through the agreements, but this should be enough to get you started.

DONOVAN ANNOUNCES RECOVERY ACT'S HOMEBUYER TAX CREDIT CAN IMMEDIATELY HELP THOUSANDS OF FIRST-TIME HOMEBUYERS TO BUY A HOME
FHA plan will stimulate new home sales and help stabilize housing market


WASHINGTON - Speaking to the National Association of Home Builders Spring Board of Directors Meeting, U.S. Housing and Urban Development Secretary Shaun Donovan today announced that the Federal Housing Administration (FHA) will allow homebuyers to apply the Obama Administration's new $8,000 first-time homebuyer tax credit toward the purchase costs of a FHA-insured home. Donovan said that today's action will help stabilize the nation's housing market by stimulating home sales across the country.

The American Recovery and Reinvestment Act of 2009 offers homebuyers a tax credit of up to $8,000 for purchasing their first home. Families can only access this credit after filing their tax returns with the IRS. Today's announcement details FHA's rules allowing state Housing Finance Agencies and certain non-profits to 'monetize" up to the full amount of the tax credit (depending on the amount of the mortgage) so that borrowers can immediately apply the funds toward their down payments. Home buyers using FHA-approved lenders can apply the tax credit to their down payment in excess of 3.5 percent of appraised value or their closing costs, which can help achieve a lower interest rate. "We believe this is a real win for everyone," said Donovan. "Today, the Obama Administration is taking another important step toward accelerating the recovery of the nation's housing market. Families will now be able to apply their anticipated tax credit toward their home purchase right away. At the same time we are putting safeguards in place to ensure that consumers will be protected from unscrupulous lenders. What we're doing today will not only help these families to purchase their first home but will present an enormous benefit for communities struggling to deal with an oversupply of housing."

Currently, borrowers applying for an FHA-insured mortgage are required to make a minimum 3.5 percent downpayment on the purchase of their home. Current law does not permit approved lenders to monetize the tax credit to meet the required 3.5 percent minimum down payment, but, under the terms of today's announcement, lenders can now monetize the tax credit for use as additional down payment, or for other closing costs, which can help achieve a lower interest rate. Buyers financing through state Housing Finance Agencies and certain non-profits will be able to use the tax credit for their downpayments via secondary financing provided by the HFA or non-profit. In addition to the borrower's own cash investment, FHA allows parents, employers and other governmental entities to contribute towards the downpayment. Today's action permits the first-time homebuyer's anticipated tax credit under the Recovery Act to be applied toward the family's home purchase right away. Unlike seller-funded down-payment assistance, which was a vehicle for abuse, this program will allow homebuyers to shop for the best home price and services using their anticipated tax credit.

According to estimates by the National Association of Home Builders, the Administration's homebuyer tax credit will stimulate 160,000 home sales across the nation - 101,000 of which will be first-time buyers who will receive the credit. Another 59,000 existing homeowners will be able to buy another home because a first-time buyer purchased their home. Given FHA's current market share, it's estimated that thousands of families will be able to purchase a home by allowing the anticipated tax credit to be applied toward their purchase together with an FHA-insured mortgage.

Homebuyers should beware of mortgage scams and carefully compare benefits and costs when seeking out tax credit monetization services. Programs will vary from organization to organization and borrowers should consider whether the services make sense for them, as well as what company offers the most suitable and affordable option.

For every FHA borrower who is assisted through the tax credit program, FHA will collect the name and employer identification number of the organization providing the service as well as associated fees and charges. FHA will use this information to track the business closely and will refer any questionable practices to the appropriate regulatory agencies, as necessary.

Jones Point Park is owned by the National Park Service and it's 52-plus acres compise the largest open space in Old Town Alexandria VA. Jones Point is located on the Potomac River near the Woodrow Wilson Bridge in the southeast corner of Alexandria, Virginia. Jones Point is a nice place for a walk or picnic by the Potomac and is popular with Alexandria's bird watchers, dog owners and history buffs. In addition to open green space and river banks, Jones Point offers

  • two large soccer fields,
  • picnic areas with picnic tables,
  • walking and biking trails,
  • garden plots for rent,
  • two fishing piers built over two old ship ramps,
  • and a large ship dock north of the bridge along the river.

Jones Point LighthouseAlthough the National Park Service owns Jones Point Park, the Alexandria Department of Recreation, Parks and Cultural Activities manages the park. The parks custodians strive to preserve and showcase the 9,000 years of human history evidenced at Jones Point. Recognizable touch-points like Jones Point Lighthouse from the middle of the 19th Century are found here along with artifacts from Native Americans and colonists from the early days of European settlement. During the first World War, Jones Point was an important shipbuilding site and remnants of that abandoned heritage are unearthed for visitors to see.

The survey stones placed here under the direction and guidance of George Washington after 1790 mark the original boundaries of the District of Columbia. The land which George Washington surveyed for the Federal City was within the capital boundaries for 45 years, from February 27, 1801 until September 7, 1846, when Alexandria was ceded back into Northern Virginia by Congress.

Unlike moving to a single family home moving to a condo has different risks. Movers working in common areas need liability and workman's compensation insurance. Often, casual labor type movers do not have insurance--exposing the association to nearly unlimited risk from personal injury claims either from owners, tenants or the movers!

The only way to protect the condo association is to make sure each and every mover provides a Certificate of Insurance. Licensed legitamate moving companies provide these document frequently--they are provided by their insurance carrier free of charge. Associations, LLC's, Corporations and REIT's can be named as additional insured on the Certificate. It should take no more than a few hours for a professional moving company to provide this document.

Kingstowne is a planned community and one of my favorites in Northern Virginia. The Fairfax County Department of Zoning works directly with land developers to coordinate projects and regulate land development in and around the 12,000 acres that make up the Kingstowne community. There are several projects slated to complete the master plan for Kingstowne.

In addition, the U.S. Department of Defense is reorganizing military installations to adapt to changing circumstances under a plan called BRAC.   Between 14,000 to 19,000 jobs are slated for transfer to Fort Belvoir by September 2011.  This transition will impact transportation systems, the natural environment and the quality of life in the Alexandria near Kingstowne.  At least one community has proposed an amendment to the comprehensive plan to better serve the needs of BRAC.

Here are a few of the changes expected because of BRAC and adherence to the original plan for Kingstowne.

Kingstowne Towne Center

The Kingstowne Towne Center will remain true to the original master plan by constructing four office buildings at a site on the Kingstowne Village Parkway where parking pads are currently located.  Planners believe that additional office space make Kingstowne more vibrant and economically strong by attracting desirable retailers, restaurants, etc. 

Springfield Mall Revitalization

In addition to the Towne Center projects, the nearby Springfield Mall will become a mixed-use town center that will include retail shops, a hotel, residential buildings and office space.  The project will be phased in over the course of the next eight to ten years.

Hilltop Village Center

Wegmen's Grocery Store in Kingstowne? Perhaps soon. The Hilltop Sand and Gravel Company owns of 150 acres at the intersection of Beulah St and Telegraph Rd. They have proposed a complex of office, retail and residential uses.The project is to include recreation facilities: two soccer fields, a tot lot and parking.   

Regional Library/Lee Village at Silver Lake

Now under construction along Beulah Street near Manchester Lakes Boulevard, a regional library and mixed use housing development is expected to provide housing for the elderly and county essential professionals, such as teachers and nurses. 

Veteran's of Foreign Wars (VFW) Meeting Facility

Along Beulah, the VFW is building a two-story edifice with administrative offices, a bingo hall and as a meeting and recreational place for VFW members.

home inspector Bob I like experts who speak in plain English that's easy for a layman to understand. That's why Bob Murphy of Camelot Inspections is one of my favorite home inspectors and I've recommended him to many home buyers.

What is a Home Inspector?

I recently asked Bob to describe a home inspector to me. He said, "A home inspector is generalist with a trained eye. They are required to have some knowledge of every system in your home. Those systems include structure, plumbing, electrical, Heating and A/C, etc. The term 'house detective' is a very fitting description. We look for little clues that add up to a big picture called 'whole house phenomenon'."

People hire home inspectors because, "A buyer needs a home inspection to give them some knowledge of what they are buying before it becomes theirs. This includes knowledge of defects, upgrades, and maintenance cost."

As you might expect, Bob is pretty passionate about home inspection. He says, "The home inspection should be a required part of the transaction.  The appraisal,title search, and even termite inspection are required. Why?? To protect the lender!   So who is there to  protect the interest of the buyer?"

Lana LadyRecently, Alana H. was referred to me by a prior client and frankly she was one of the nicest clients I've ever had the honor of serving. After her purchase was negotiated she requested a home inspector so I recommended Bob's services. Alana was a first-time home buyer, so she wanted Bob to give her new home the once-over.

Confusion-B-Gon!For many, especially those who are new to the area, the system of jurisdictions that we have in the Commonwealth of Virginia can be confusing. This is especially confusing in Northern Virginia, where Virginia intersects with Washington DC and the State of Maryland.

Fortunately I have a fresh bottle of CONFUSION-B-GON to spray liberally as needed.

Around our nation's capital

Let me start with my single-biggest pet peeve among newcomers: the term "DC proper".

I have seen this term used regularly on a site that claims to provide local information. That information is provided by people using anonymous handles. Anonymous handles should be your first clue not to completely trust the information you find.

At any rate: there is no such thing as "DC proper". There are three main jurisdictions here: Virginia, Maryland and Washington DC.

It is very common to live in Northern Virginia or Suburban Maryland and work in DC. Virginia is as different from DC as New Jersey is from New York. With a wink and a smile I have to inform you that just because you thought your job was transferring to Washington doesn't mean that you're moving to DC proper or improper.

Virginia jurisdictions

One of the keys to understanding Virginia real estate for a property search is to understand the differences between towns, counties and cities. In Virginia, as in most other states in the US, a county and an area administer below the state-level by local / county government. Counties are often rural areas, but Fairfax County has over a million residents and has very little rural land left.

Fairfax County aside, a county may have one or more towns within it's borders. In Virginia a town, no matter how many people live in that town, is part of a county and is managed by the county. In Virginia, towns often have governments but these governments are subordinate to and part of the county where the town is found.

In addition to counties, Virginia has a fairly unique concept called a city. A city is like a county, except it is more urban than rural. For example Falls Church and Alexandria are both cities. Cities, unlike towns, are not subordinate to counties. Cities are independent and operate on a level similar to counties.

This can be particularly confusing in Fairfax County. Fairfax County is a large mostly urban county and it surrounds Fairfax, an independent city. So the City of Fairfax is surrounded by Fairfax County, but it's not a part of Fairfax County. Falls Church, Alexandria and Fairfax are all cities. Manassas and Manassas Park are both cities and both are surrounded by Prince William County.

Real estate is sorted by county

It's important to understand this system of administrative organization because land tax records are stored by the county or city. Because tax records are organized by the county or city, real estate property searches are often sorted by the administrative jurisdiction.

For a newcomer it can be a little difficult to tell the difference between Fairfax and Fairfax County, between Manassas and Manassas Park and Prince William County. Another point of confusion is Arlington. Arlington is a city in a practical sense, but Arlington is a county.

Herndon, Vienna and Clifton are all towns located in Fairfax County, which mean that these towns have local governments subordinate to the county. Springfield is much bigger than Clifton, but Springfield is not a town.

Another curious case is Crystal City. Crystal City is located in Arlington County. Interestingly, Crystal City is not a city nor is it a town!

Unincorporated settlements

Which brings us to the next point of confusion in the area. There are many unincorporated neighborhoods, villages, towns and settlements in Northern Virginia. Unincorporated just means there is no local (i.e. town) government. Rather than having a town government, an unincorporated town is managed by the county. Springfield, Annandale, Bailey's Crossroads, Mclean Tysons Corner and Reston are just a few of the many unincorporated towns in Fairfax County. In places like Springfield this can be a little confusing because without a town there is no formal border between Franconia and Springfield and thus no hard and fast distinction between the two. In addition, with the near completion of Kingstowne, Franconia-Springfield is now home to one of the largest planned communities/subdivisions in the area. Kingstowne is considered a town in and of itself by many.

Post office address

To make matters even more confusing for newcomers, there is the matter of the post office. The postal address of a property is not always an indicator of the jurisdiction of a property. For example, many addresses in Fairfax County have an Alexandria address. Service from the Alexandria post office has no bearing on the county or city of the adress in question.

The Little Theatre of Alexandria (LTA) presents Moises Kaufman's Gross Indecency: The Three Trials of Oscar Wilde. Kaufman, known for his treatment of the Matthew Shepard murder in The Laramie Project, has crafted a gripping, edge-of-your-seat legal thriller about the infamous trials of Wilde who was accused of committing "gross indecency" with other male persons. Using the actual transcripts of the trials; diaries, autobiographies, biographies, and letters of participants in the events; and modern biographies and analysis, Kaufman has created pulsating theater that moves beyond historic courtroom drama to modern social commentary in both humorous and heartfelt ways.

Now in its 75th Season, LTA is the oldest, continuously operating theater in the entire Washington Metropolitan area. Founded in 1934, the nomadic thespians performed at various venues including Gadsby's Tavern and a blacksmith shop. In 1961, the group performed its first show in their own theater located at the corners of Wolfe and St. Asaph Streets. A virtual who's who of Washington Society has attended the theater including several Presidents, and it boasts some very prestigious alumni including Marcia Gay Harden and Dermot Mulroney. With only 216 seats, LTA is a little theater, but it offers a big experience.

The show is directed by Frank D. Shutts II and performs April 18 though May 9 with public performances on Wednesday through Saturday evenings at 8 pm and Sunday matinees at 3 pm. Tickets are $18 - $15, and reservations may be made online or by calling the box office at 703-683-0496.

Eisenhower Metro

The Eisenhower Metro is central to many folks who make their home in and near the Carlyle District. The Eisenhower Metro is located inside the Beltway near Carlyle Towers and the Hoffman Center.

AMC Theater

The pride of the Hoffman Center is the AMC Hoffman Theater. AMC Hoffman 22 is a 22-screen theater making it the largest movie complex in Northern Virginia and second largest in the region. Built in 2001, it is a relatively new theater. There ATM machines for purchasing tickets and advance ticket pickup. Ten of the screens are on the first floor with a very large lobby leading to a escalator or elevator to the second floor with 12 more screens. Two of theaters seat 410, and three others seat 318.

There is paid parking available in the garage next door and surface parking available for free. At night and on the weekends. when the offices of the Hoffman Center are closed, there is additional surface parking available for free.

According to Dictionary.com, geology is a "science that deals with the dynamics and physical history of the earth, the rocks of which it is composed, and the physical, chemical, and biological changes that the earth has undergone or is undergoing". No matter where you are in the country, geology shapes the location of a property and location defines the value of a property. Geologists divide the Old Dominion of Virginia into five geological regions. From lowest to highest altitude, these regions are

  • Tidewater;
  • Piedmont;
  • Blue Ridge;
  • Valley and Ridge; and,
  • the Appalachia Plateau.

This regional distinction is traditional in Virginia, but not formally demarcated by political boundaries. Sometimes county or city boundaries follow regional separations, but just as often any given county can have 1 or more regions within its boundaries.

Although these regions are not politically distinct, they are still readily identifiable once you know what you're looking at.  Often the geology that differentiates a region can make all the difference in the value of a given piece of Virginia's real estate. It all starts with understanding the Fall Line.

It should be obvious, but many people don't think about the fact that real estate is defined by geology.  This is because geology defines the value of location. The value of a location equals price.  Thus an educated real estate owner and buyer should educate himself about the geologic features of his neighborhood to better understand where to find the best opportunities.

Throughout the country, from the San Andreas Fault, to the Great Lakes to the Missippi, there are immense geologic features that affect your homes value. Let's look at one example that affects millions of Americans on the East Coast of the United States.

The Fall Line

Washington D.C., like most cities on the East Coast, is just downriver from the Fall Line. The Fall Line is that point at which sea-going vessels can not traverse further inland. This is most usually marked by a "falls" or cataract where the water from the Appalachian Plateau (or inland continental highlands) drops down to the sandy soils of the Coastal Plain.

Nearly every major city on the eastern seaboard is found at the Fall Line, from Atlanta to Baltimore, to New York to Boston. For most of its course Interstate 95 is never far from the Fall Line and if your home is anywhere near this feature, you'll want to learn more.

Great Falls

 

In Washington, this cataract is at Great Falls on the Potomac between Virginia and Maryland. Above Great Falls, the land is rocky and the geology is like that found in the uplands. Below Great Falls, the soils are sandy and the geology is like that found around the Chesapeake Bay. This is most obvious at the falls itself and immediately downriver at Mather Gorge. The bluffs of Mather Gorge parallel the Potomac on either side of the river. And this is where geology gets really interesting ...

Find the Bluffs to Find the Most Valued Real Estate

These ridges follow the river banks from Great Falls all the way to the Chesapeake Bay.  In some places like Spout Run Parkway or the promintory of Georgetown, the ridge is obvious.  In other places the ridge recedes away from the Potomac creating a broad and flat flood plane. In these places the bluffs are worn by erosion and less obvious to the casual observer. 

But interestingly the most valuable and historically treasured real estate in the region is found on these bluffs. For example, both Mclean in Virginia and Georgetown in DC are on this prominence. The most valued land in Rosslyn is on the ridge.

US Capitol

The U.S. Capitol itself is on the ridge. Capitol Hill is the ridge, though its edges are softened by erosion and hidden under soil and the steps of the Capitol Building. At the foot of the Capitol between the Washington Monument and the Capitol are the Reflecting Pools, pleasant shallow rectangular duck ponds.  But before the rise of the city, this was a marsh and flood plain for the Potomac. Across the river, the ridge continues to make its way downstream. Here, the famed Iwo Jima USMC Memorial is on the ridge. The Arlington House, Robert E. Lee's home at Arlington National Cemetery, is on the ridge. The brand new Air Force Memorial is on the ridge.

Old Town Alexandria is at the foot of the bluff, occupying a colonial harboring point.  Shooter's Hill overlooks Old Town and is the now the home to the George Washington Masonic Memorial. Shooter's Hill (pictured below) is the same ridge that started in Great Falls. 

Back in Maryland, the brand new National Harbor is at the foot of the bluff. The bluff, previously obscured by trees is now obvious because the trees have been cut away for construction. Condos and residences on the water are now selling at the harbor, but I forecast that the homes on the bluff will eventually garner high prices, despite the fact that they aren't directly on the water.

Outside Old Town, the condos of Montebello are on Mount Eagle, the site of an old US Civil War era fort. Just like the old fort, the condominiums at Montebello have commanding views of the Potomac and points inland as well. Montebello is a case in point where the geology defines the value. 

Generally, one assumes that waterfront property is the most valuable property.  The Potomac is one of the most famous waterways in the United States and at the Woodrow Wilson Bridge the views are quite scenic.  That said, at the water's edge you'll find Hunting Point on the Potomac, an affordably priced rental community.  The ridge at Montebello is about a mile from the water's edge, but the real estate is at least as valuable (some, including me, would say much more valuable) than the land at the water's edge.

Follow this ridge far enough downstream and one will happen upon the prestigious and luxurious neighorhood of Belle Haven. Fort Williard, a civil war era fort, is found at the heart of Belle Haven.  Fort Willard is hear because the knob of Belle Haven, now hidden behing tree cover, commanded impressive views when stripped bare by the Union soldiers. On the other side of the river in Maryland Fort Washington is sited on the ridge overlooking the river.

Mount Vernon is the name given by George Washington to his manor on the Potomac. George Washington didn't build his home at Mount Vernon on the water. Instead, like Robert E. Lee at Arlington and Montebello at Mount Eagle, he built his mansion on the bluff overlooking the river.

Summary

Learn and study your local geology to find similar patterns. No doubt the bluffs overlooking the Missippi are more valued than then sandy hooks prone to flooding.  If you're out west, a mountain's rain shadow can impact the value of your property.  In the desert the availability of water has traditionally been the defining feature in land valuation.

The best part about owning a condo is that your condominium sets you on the path to financial freedom. The worst part about buying your first condo is that buying a condo usually costs more monthly cash flow than renting an apartment. 

While it often costs more per month to buy than to rent, in most cases, all that extra money comes back to you at the end of the year in the form of tax refunds. Best of all, next year your mortgage will be the same amount and your debt will be reduced. With an apartment your money is gone and your rent will surely have a rent increase. Before deciding to purchase a condominium, it is important to do your research into both the legal and practical aspects of owning a condominium.

As with any home purchase, location, size and price are important. With a condominium you'll also want to understand the ownership scheme. This type of information is found in the "condo docs" or condominium documents. Most states, and the Commonwealth of Virginia, require condo doc disclosure before any purchase contract is finalized. The condo docs will contain detailed information on the ownership and property rights of the condo and its owners. The rules of the homeowners association are generally explained in the condo docs in plain English and not in legal jargon. It's important to read the condo documents to understand the annual maintenance and upkeep fees, as well as to obtain a full understanding of exactly how much control the association have over the regulation of the property.

Condominiums can be found all over the country, with more being developed each year. Condominiums are quite common in Northern Virginia and the National Capitol area. Some condos are new construction and a few are apartment buildings that were rental apartments before making the switch. In newly constructed condos, it's common to find a sales office onsite at the condominium.
